Common Language
The programmers might not share a common language with the technical documentation's audience. I don't mean jargon. I mean English to Italian or Mandarin to English. Both cases happened at my former employer.

I think that's probably true. I'm interested in learning how your (former) employer dealt with the issue. It makes some measure of sense to have some technical writers working in the same language as the developers and then other people working on translations.
I've not given a lot of thought to the translation problem, but I do concur that it's an important.
